Creating a browser will pre-installed extensions

If you have the liberty to do so, you could create a fresh user directory, install the desired extensions, then package up and ship that user directory as the default one, this will create browser with default extensions already installed.


After making your changes, select reload then refresh the page for your extension see your changes.
Mac:
/Users/username/Library/Application Support/Google/Chrome/Default/Extensions
Windows 7:
C:\Users\username\AppData\Local\Google\Chrome\User Data\Default\Extensions
Windows XP:
C:\Documents and Settings\YourUserName\Local Settings\Application Data\Google\Chrome\User Data\Default
